Quick question about the green dot

I assume if the green dot is on by user names that the user is online & logged on this website . Correct ?

Never even paid any attention to it. But now that you have raised the question, it brings up the next one. Why do some have "gray" dots and some none at all. The none at all implies not logged on, but the gray ones?
