Outdoor Faucet Help, Please

We had a freeze about a week ago. I forgot to cover the outdoor faucet. When I went to use it the other day, I noticed the plastic cap on the top of the faucet had popped off and now the handle turns freely. I tried to tighten the screw on the handle but it won't tighten. Any suggestions? Can I fix it myself or do I hire a plumber? If so, how much would a plumber charge for a job like this.
 
How do you spell broken? Maybe it is repairable, but I doubt it. I would have it replaced with a frost free hose bib. You do have to remember to remove the hose before frost time, but you do not have to cover it or otherwise winterize it.
