Jetted tub shooting water

Our home was built in 1997 and has a Hydr-o-dynamic jetted tub. We are the 2nd owners and have not been able to use the jets because the jets have so much force that the water shoots out of the tub and across the room. The pump is a Hydr-o-dynamic 3/4 HP. Can you help us identify what the problem is with the tub??

Usually that means you do not have enough water in the tub or the jets are not directed in the proper direction.
