hot water heater odor

We got a new gas hot water heater. I think when the new one was removed/drained, it left a rusty concrete odor. Tried washing the floor with bleach but smell came back. Any suggestions?

What kind of water heater is this?
Gas, Electric? Oil? etc...

Could you post a picture of the installation.
From a distance try to show both the gas piping to the burner and the exhaust vent piping.
