Washing Machine - Noisy Cold Water

The cold water to my washing machine makes a loud, high-pitched wailing sound that can be heard throughout the house even though the washer is in the basement. It goes away when the toilet flushes or the shower/bath water is on. I'm hoping for a simple solution. I have put up with this for over two years, finally thought I'd try to diagnose it. Thanks!

You could have a bad solenoid valve, or the screen in the valve inlet and/old water hose could have sediment in it.
