New Toto Drake....caulk on bottom?

Just got my new Toto Drake. Looking at it I noticed there is a smear or two of caulk on the bottom, in the area where the wax ring will go.

Is this normal? Im not sure if its covering something up or not, or if its just an "oops" from manufacturing.

Does it cause a interruption of normal function? (unusual Flush, bad waste removal)
If it does cause problems check to see if it is caulk, but if it isnt ask for a new one.

I actually havent installed it, bought it to remodel my bathroom with, so it wont be used right away.

Trying to convince the wife to let me hook it up right now just to make sure it works OK, but it aint working!!!
