Does it matter if the sink has an overflow or not when choosing a pop up drain?

It depends on the thickness of the sink. Some non overflow sinks are quite thin at the bottom and require a special drain. This would be vessel sinks as a good example.

Some non-overflow sinks have an extension, or spindle, on the bottom to make them thick enough to use an overflow type pop up. If the sink is too thin to accept the "dead area" of the popup, which is usually inside the sink, then it needs a special drain, and those are seldom a pushrod operated popup.
