What is the average cost to relocate the oil tank about 50ft? Also, is the cost for tank tubs for housing the tank?

I've moved my outdoor above ground tank several times while working on different things.

Above, indoor. It's in the garage now and I want to move it outside.

Also, would I need to be concerned about condensation or water getting into the tank? I'm assuming these holders protect the tank from such? What about freezing lines?

My tank is outside and the only thing you have to do is make sure the top pipe connections don't leak and make sure to buy the outdoor fuel.

on the top of the tank you will have a gauge, a small U bend vent, and a plug that fills the tank.

You will most likely have to use either a pipe nipple and cap or a outdoor fill port.

As for freezing lines and filters...
You want the filter inside the house and the line outside sloped so that any water goes inside the house.
The only time I've ever had a problem is when I tilt the tank up to get the last bit of of fuel out of it.
