Toilet Hesitating to fill up

I have a 1 year old Toto Drake toilet. I recently went on vacation for two weeks and when I returned the toilet did not immediately start filling up when flushed. After approx. 3 seconds it starts to fill up. Any idea why this would happen?
 
The fill valve may need cleaing.

Thanks Terry. The instructions state to remove the fill tube from the tank, but can't I do this without removing the tube ?
 
I think you're misreading the instructions. You have to pop the cap off of the fill valve. To do that, you have to pull the hose out first, not the overflow.

Basically, pop the hose out, take the cover off, remove the float, then unscrew the sealing cap (about 1/8-turn). then you can pull the filter, flow regulator out to see if there's anything caught. All of this takes about 30-seconds and no tools are required.
