Water left in Toto tank after flushing

I just installed a Toto 713. When I flush it, there is at least 1/3 of the water left in the tank. The water that exits the tank exits very quickly but the flapper falls very quickly also.

Is this the way it's supposed to work?

They use the height of the water in the tank to help provide the pressure to get a good flush. It's just that you don't need all of that volume to swish the stuff out.
