Isolators

I am buying a new house, can someone please tell me if all the plumbing ie hot/cold taps and toilets should according to building regulations have isolators fitted as standard requirements as my brother had problems and was told this.

The sinks and toilets will normally have valves on them because it is the easiest way to connect them. Bath and shower valves seldom have them, partly because they can be easily repaired without removing the trim plate so the isolation valves are not able to be accessed.
