Tiling under a toilet flange

Is it better to tile under the flange, and try to drill through it, or just to tile up to the flange? Thanks!! Tonya
 
before you set the tile, mark where the hole to mount the flange need to go, then make some notches in the tile(s) so you don't have to drill through them.
 
Jim had easiest solution, but you can also tap a starter point in the tile with an awl or other sharp-pointed object to keep a masonry drill bit from walking. Then use long wood screws or anchors for the flange bolts.
The flange goes flush on top of the finished flooring level with only the thickness of the flange above it.
