Best flushing toilet with 11" rough?

We didn't account for the tile on the wall and will probably only have an 11" - 11 1/4" rough for our basement bathroom. What's going to be my best bet for a good flushing toilet that doesn't break the bank? MY local plumbing supply has a 10" toto cst703x but from what I looked up it splashes a lot and with 3 kids we don't need any more mess than we already have. Is the Gerber ultra flush w/ the 10" rough that I might be able to find on sale for $249 going to be my best bet? Of course I still need to check somehow to make sure my house has enough water pressure to use one of these.

The Toto Drake works at 11"-0

Most of the other Toto 12" rough toilets will work at 11-1/4"

Many other 12" rough toilets will work at 11-1/4" too.
