Hot water heater headache.

We recently inherited a home with a 45 gallon Reliance 606, eletric hot water heater. During a remodeling of the floor, we drained, moved and returned the unit to it's original position. We did turn the breaker off first. Since the drain and move, the heater is refusing to heat. 220 is going into it. Did we miss something, or is it time to replace the unit?
 
When you reconnected it, are you absolutely certain that it was filled to the top, and all air bled out of the hot lines, BEFORE you turned it back on.?
 
You do not need to replace it unless it is leaking.

How old is it? What is the Ser.#

Check the elements with a meter.

I'm with Jimbo here. When you refill a water heater, before turning it on you must totally fill it with water. To do that, you leave hot water faucets on while you fill the tank with cold water. While the tank is filling, the incoming water will push the air from the tank and pipes through the faucets. When water runs from the faucets, you're good to apply power again. If you powered up the heater before the air was out, the elements are burned out and need to be replaced.

There are several possible reasons, none "serious" but you have to test all the components before changing things. Replacing the heater would be the last choice, because depending on your problem, the new heater could have the same one.
