I jusrt replaced the red flapper with a blue one on my Toto. What is the purpose of the plastic insert in the flapper hole? If I remove it will I get greater flow?

The plug makes it float longer, allowing more water to drop out of the tank.
The Red flapper has a hole on the side, ensuring that it drops quicker, and only 1.6 gallons will leave the tank.
