Hello... what is the typical distance between the hot and cold supply lines when roughing in a kitchen/bathroom sink and how far above the floor are the stub outs?
 
anywhere from 4"-18" apart (maybe more) and anywhere from 12 to about 20" high. It will all depend on the sink and faucet, commercial, residential, garbage disposal, etc.
 
Usually, 8" apart is normal. This can vary with obstacles, such as studs or floor joists. Pedestal basins are best roughed out of the wall rather than the floor.

Height depends upon the type of fixture. But I usually stub pipes about 8" to a foot above the floor - closet stops are usually about 6" above the floor, while kitchen stubs can be a little higher. When plumbing out of the wall, basin stops are usually just above the waste. There are some unusual fixtures that may require different heights.
