I replaced the valves and seats on a Price Phister bathroom fixture. Originally, I could turn handles approximatley 1/4 turn to get full water flow. With new valves, I must turn handles 1/2 turn to get water flow. I re-checked with plumbing supply to be certian I received correct replacement valves. The valves are correct. Is there an adjustment on the valves so water will flow with a 1/4 turn of the handles?

No. If they are compression valves then they normally take a full turn or more to fully open, unless the washer is too thick. If they are ceramic disc stems the movement is controlled by the plastic rotation limiters on the stems.
