Pump stopping and starting to often

My pump runs for a few seconds, turns off a few seconds, runs a few seconds, of course this is only when the water is running. I thought I needed a new Air Volume Control so I replaced the control. I drained the tank but the pump has the same symptoms. What is my problem?

You probably didn't in fact drain the tank. You must open a valve/plug in the tank above the drain to let in air as you let the water out.

These kind of devices (Air Controls) are old school and you might want to be considering a Bladder Tank.
