Low water flow?

My brother has a 1971 condo. All copper supply lines. Water flow/pressure is fine in all throughout the unit except the tub and shower. They report that BOTH the cold and hot at the tub and shower have a very low flow. They estimated it would take over an hour to fill the tub.

Water heater is from 2003.

What reasons are there for low flow? IF it really is low at both Hot and Cold, what should we be checking? It used to be better but has gotten worse. They replaced the tub faucet (Just the faucet) for aesthetics, and it seemed even worse after that.

They have seperate handles for hot and cold.

I did ask them to see if one really is worse than the other or if they really are both really low flow.

When did water heater dip tubes have problems?
 
I tend to say replace the faucet. I would rebuild the valve to make sure it is not a faucet problem. Any good hardware store should have what you need to do a repair. Then with the valve open you can look inside it to see if you see any debris in it.
