somebody previously set a toilet flange flush on the concrete floor ,for some reason they cut the flange off flush at the floor ...Is there someway to add an elbow without breaking the concrete floor because i am moving the toilet to a new spot roughly 2 to 3ft away.It is 3 inch PVC pipe

if you buy a wall-hung toilet and if you add venting to your drain line before it goes down that hole.
that is how to use that drain line without ripping into the floor.

No you cannot use elbows, and even if you could do you really want to raise the floor 6" , or in your case maybe 9", to cover them?
