Series Hot Water Heater

I recently moved into a new house and it has two 50 gallon gas water heaters in series.

cold in == heater 1 == heater 2 == out to house


If I connect a hose to the spigot on heater 2 i have lots of pressure. If I connect a hose to heater 1 i have nearly no pressure.

This doesn't seem normal to me.. How can I troubleshoot ?

The bottom of heater 1 is clogged with sediment...
Heater 2 does not have this problem as the sediment settles in the first tank...
To remedy, clean out the sediment fromt he first heater....
 
why would anyone run hot water from 1st tank to second anyway?

Wouldnt you run them parallel if you wanted a crapload of hot water?
 
Running in series the first tank does most of the heating. Running in parallel it is much harder to evenly divide the flow. The actual amount of water one could run at any one time before having it run cold is pretty close to the same in either connection assuming that you start with both heaters fully hot.
