Multi story Testing

I am Testing Sanitary Piping from 4th thru 7th floors,I have test tees installed with Screwin inflate test plugs.My 4" will not hold .I have seen other Equipment to test thru test tees but cant find Info on them>???

Are they the screw in test plugs. If so use more pressure. 40' feet is a bit much for them.
