I'm going to check this out tomorrow and I want a little more info.

The woman says she hears the click from the solenoid when she turns the timer, but is it still possible that the solenoid is not opening the fill valve? What test can I do?

Of course I'll check to make sure that the water hasn't been turned off to the DW.

Any other possibilities I'm overlooking?

The click could be a relay and not the solonoid. Lots of things happen, often the pump turns on to purge the thing of any remaining water, if it has a heater, it could turn on, and probably other things.

water

Check the water level float in the corner of the machine. Sometimes something gets under it so it cannot drop, or it get pulled out of its sleeve and is in the bottom of the dishwasher. But if the solenoid is doing the clicking, the it has to be a problem with the water supply to the DW.

Bad Door Contact

Turns out the contact in the door wasn't working properly. The latch is supposed to push in this contact when you shut the door, but it was out of adjustment (an easy fix). Without the door shutting properly, it still goes through the entire cycle except that the fill valve won't actuate. Who would've thunk it.:)
