Does copper pipe sprayed with latex primer/paint need to be cleaned to metal when using compression fittings?

Yes. Most of the time, you can take the escutcheon and slide it back and forth on the pipe and it will take it off. Most recent latex will come off fairly easily

There is an excellent latex paint remover called Goof Off. Just apply, let it set a few minutes, and wipe off.
