Overflow leak on tub

My upstairs neighbor put in a tub with no subfloor beneath it--its resting on the joists. When it overflows its comes down on us. What provision must a tub have to prevent water flooding down--a pan of some kind? If this isn't how to post, please let me know. I read FAQ under posting--no help with this. Thanks, tompa

To answer your question, a tub should have an overflow drain to prevent water from overflowing onto the floor. A subfloor and some sort of tile or linoleum would also help in case water did get on the floor.
