water coming into dishwasher

I turned the water off to the dishwaher and it is still coming in and sitting on the bottom. What could cause this.

If the valve is off and water is still coming in, the valve is not closing completely, but shutting the water off will not drain the water already there, it has to be pumped out by the washer. Have you cycled the washer to see if that water will drain?
