I would like to locate a "low boy" hot water heater between a 24 or 30" range , and a stacked washer and dryer unit. Is a required clearance needed between these appliances? If a minimum of clearance is needed would it be advisable to put some sort of insulation in clearance gap created?

A water heater will have a label on it indicating the minimum clearances. For typical gas units today, the numbers might be 4" front, 1" sides, 0" rear. Electric WH will also specify / But these are just examples. You must get the actual numbers from your unit.

A washer/dryer probably has 0" clearance requirement, and a range may also be 0" but you do need to confirm that spec from the installation manual.

Will your have a bit of counter space on both sides of the range? Good plan.

How many inches have you got to play with? If none, bear in mind that both appliances on either side of the HW heater are hollow and are designed to get hot, so there are no adverse effects or unforeseen impacts when the warmth of the HW heater warms up neighboring appliances by a few degrees. It's not a bad thing, it is a good thing, and nothing suffers.
