where's the water

We installed new bathroom taps about a month ago. yesterday we turned on the tap and had no pressure, only a trickle. Whn you turnthe tap off it takes a minute for the flow to stop. We removed the tap and replaced it with a new one. The same problem. It's not the tap. Both hot and cold are same.
Looked in crawl space to see of broken pipe. Nothing apparent. Help! What could this possibly be???

Frozen pipes perhaps? OK, you took the faucet off and replaced it did you check for water flow out of the wall shut off?

Yes there is water coming outof pipes. Found problem. The restrictor on both sets was being blocked by what appears to be a broken down washer.
Think it may be washer at hot water turn off but have not had a chance to go further. Ran water and pulled debris through and now small leak at the turn off. Lets hope this is all it is.
