Toilet flange installed 90 degrees off

The last toilet I worked on had the flange installed with the long bolt slots facing north and south. The bolts were installed in two other smaller holes that faced east and west, but didn't allow for any movement. I didn't realize you had that "option" with toilet flanges or was that just a screw-up by whoever glued the flange down?

Most flanges, other than cast iron ones, do not usually have the option. If I have a choice between the long slots and the small ones, I will take the small ones every time and just make sure the flange is straight before securing it. The long slots have a tendency to break because they are relatively weak due to the small amount of material on the outside of them.

I'm the opposite of hj... I prefer the long keyhole slots so I can get a perfect line up and have a little room for adjustment. As far as I'm concerned, if the keyhole slots are not on the sides it is installed wrong.... of course, over tightening will break the weaker slots.

The small slots are stronger than the long slots but most flanges are installed with the long slots being west and east.
